DESCRIPTION OF TASKS
Required service description
The European Commission would like to benefit from external IT consultancy services, highly experienced in the Acquired Case Management Framework1, to support the European Commission setting up, integrating, operating and maintaining CASE@EC the case management solution based on the Acquired Case Management Framework.
The external IT consultant shall support the European Commission in this endeavour by:
Designing the deployment architecture and fine-tuning it, ensuring performance, scalability, failure resilience, monitoring, backup, fail recovery and disaster recovery.
Configuring the Acquired Case Management Framework in an efficient and sustainable way (ensuring efficient management and re-usability of configuration).
Using the interoperability capabilities of the Acquired Case Management Framework to design and support for implementation of the necessary integrations with local and corporate information systems.
Matching of the business and user needs of the European Commission with the features of the Acquired Case Management Framework.
Using the extensibility and development capabilities of the Acquired Case Management Framework in an efficient and sustainable way (re-use of code, avoiding branching).
Sharing their knowledge about the Acquired Case Management Framework with members of the European Commission's project team and assist them when necessary.
In particular the following services will be provided:
Map business requirements to the features/capabilities of the Acquired Case Management Framework;
Define configuration and customisation strategy and approach, ensuring their efficient management and reusability;
Advise and help for the setup of the development environment adapted to the Acquired Case Management Framework, including continuous integration and automated testing (unit tests);
Support the customisation and development of the case management solution according to the European Commission needs;
Support on analysis and modelling of data;
Advise, design and help implement the hosting architecture for the Acquired Case Management Framework solution, including backups, scalability, failure resilience, deployment automation and disaster recovery architecture;
Advise on sizing of technical resources to reach required performance;
Advise and help implement interoperability and integration of the Acquired Case Management Framework with other information systems by using the most appropriate interoperability capacities;
Participate in pertinent meetings;
Produce the relevant documentation.
Working language is English. A very good command of the English language is mandatory.
Depending on priorities, they could assign the service providers to other projects than the one initially mentioned in this service description. The tasks and activities would nevertheless not be modified by this project change.

Proven experience in similar project based on the same technologies (at least 3 years).
Expertise in the following domains would be an asset.
Java/J2EE technologies and architectures.
Java tools and frameworks: Spring, Spring MVC, Hibernate.
Web services (WSDL, SOAP, REST, etc.).
Database design and SQL.
Service Oriented Architecture (SOA).
UML (Unified Modelling Language) or equivalent, case tools.
RUP (Rational Unified Process), Agile, Scrum or similar methodology.
IBM System Monitor
Normal working hours and holidays. For time and means delivery, a normal working day corresponds to 8 hours (40 hours per week). The daily working time frame is between 08:00 and 20:00 and the presence is
normally required between 9:30 and 12:00 and between 15:00 and 16:30 (16:00 pm on Friday). Extended working time frame could be accepted but must be agreed beforehand by the services of the Commission. A minimum lunch time pause of 20 minutes is mandatory.
No recuperation is possible and it is not authorised to work more than 10 hours a day.
If no official of the Commission is present, a service provider shall not enter or stay in the premises.
The contractor must inform DG COMP of service provider's holidays as soon as possible
and one week in advance as a minimum. If felt necessary, DG COMP may ask to contribute to the continuity of the service.
The service provider must fill-in the daily presence form whenever he starts or stops the service. (4 times a day.)
The contractor must make sure that the monthly reporting sheet is filled in in due time and communicated to the secretariat of the DG COMP IT Unit. The Commission will sign the monthly reports only if all the weekly reports are available.
If a service provider has to leave the DG COMP premises during the working hours, the contractor will make sure that the secretariat of the DG COMP IT Unit knows the reason of the absence and the expected duration.
The candidates must be eligible for obtaining a security clearance to handle European Union Classified Information up to the level of "SECRET UE", according to Commission Decision of 29 November 2001 (2001/844/EC, ECSC, Euratom) and Commission Decision of 3 February 2005 (2005/94/EC, Euratom) amending Decision 2001/844/EC, ECSC, Euratom. DG COMP reserves the right to ask that the procedures to obtain the security clearance start during the execution of the contract.
Salary package in Belgium in the IT Services / Consulting business:
For Freelancers: The candidate will get his daily rate with the hiring consulting company
For Employees: they will be recruited and employed by the Belgium consulting company exclusively approved by the EU Commission for that specific project. The candidate can choose for a company car or not: Without a company car, the calculation of the Monthly Gross salary corresponds to the daily rate * 10.5
