An IT Project Manager provides advice, guidance, consultancy and assistance to the responsible official(s) in regard to:

  • Management of one or more projects;
  • Management of the project team (and/or supervising the subcontractors' project team), the project plan and all the project management procedures.

 

Task description

  • Manage and follow up a set of ICS2 projects in some or all their life cycle phases: inception, elaboration, construction and transition; during the software development cycle of the plan, to manage and follow up some or all activities (architecture, specifications, development, tests – including tests with Member States or other stakeholders, etc.);
  • Set up and enforce the respect of ICS2 project team procedures and project office tasks, raising warnings in case of non-respect of these;
  • Coordinate the projects' various stakeholders (DG TAXUD business and IT teams, subcontractors' teams, COTS providers, Member States' representatives, etc.);
  • Enforce the delivery of the project(s) according to the agreed schedule/Project Work Plan, with the expected quality and with the resources provided;
  • Structure the information in ways that are appropriate to the target audience;
  • Understand the technological aspects of the project, including the risks and the success factors. Work with the help of solution architects/IT analysts only on complex matters;
  • Report on the project status (tasks progress, plan, actions, risks, issues, decisions, changes, etc.) within DG TAXUD and/or with Member States or other partners;
  • Escalate issues, in particular the ones with potential impacts on time or resources;
  • Produce and/or review documents;
  • Provide suggestions for service or methodology improvements;
  • Evaluate technical offers of TAXUD contractors and other vendors;
  • Participate and contribute in meetings with DG TAXUD, contractors, Member States and/or other partners.

 

Experience and capability required

  • Minimum 10-13 years of professional experience in IT, of which minimum 5 years of project management experience in the area of IT and at least 4 years of specialised experience in software development for large scale IT projects in public sector (JAVA, J2EE, ORACLE, etc);
  • Recent project management experience managing delivery of software by multinational teams located in different countries;
  • Recent multinational project management experience where the National administration or European Institutions are the key stakeholders;
  • Recent project management experience managing the delivery of software using the RUP methodology (or Commission equivalent of EC@RUP, TAXUD SDLC) and software development tools, explicitly IBM RTC tool;
  • Experience with Project Management tools, explicitly Microsoft Project; willingness to use the project management tool and methodologies as specified by DG TAXUD;
  • Experience of large-scale IT systems, integration projects is a must, preferably in customs domain;
  • Recent project management experience which were using products and technologies such as Oracle Fusion, SOA, ESB, SOP Webservices, AS4 protocol;
  • Experience in project coordination procedures, preferably involving a recognised methodology, explicitly in PMP or Commission equivalent PM2;
  • Ability to present and to animate discussions, rapid self-starting capability and ability to work autonomously are mandatory;
  • Strong organisational and coordination skills;
  • Technical writing skills and ability to produce minutes, notes, business cases, vision documents, service level agreements, testing strategy, terms of collaboration, project work planning, technical documents etc.;
  • Very strong oral communication skills, allowing to coordinate different streams of the project with external stakeholders;
  • Capacity to review and assess the quality, integrity and completeness of the various IT and Business specification documentation such as IT Architecture documents, conceptual and logical data models, use case specification, user interface specification, Web service specification, business specification (BPMs);
  • Possession of a recognised certificate in project management is an asset;
  • Working language is English.

 

Salary package in Belgium in the IT Services / Consulting business:

 

  • Daily price according to candidate experience and seniority min.350€ up to max.425€/day – TBD
  • Free lance are preferred vs labour work type/Employees.

For Freelancers: The candidate will get his daily rate with the hiring consulting company

For Employees: they will be recruited and employed by the Belgium consulting company exclusively approved by the EU Commission for that specific project. The candidate can choose for a company car or not: Without a company car, the calculation of the Monthly Gross salary corresponds to the daily rate * 10.5

  • The Yearly Gross Salary corresponds to 13.92 times the Monthly salary (the employee earns +- 14 times its salary)
  • Meal Vouchers: around 8€ per working day
  • Company car + Fuel card (employees don't pay for the fuel) or Monthly compensation
  • TBD: Hospital Insurance + Pension Insurance
  • In general, the Mobile phone and the Internet connection are paid by the company
  • The Consulting Co in Belgium will offer support for the most important relocation steps.
