Director - Application Management

Job Description

Strategic Planning

  • Lead and direct the development of the  Application Management Department strategy, ensuring alignment with the Organization’s overall strategy to ensure vertical alignment and horizontal integration with other interfacing Department strategies
  • Ensure that Department strategy and related strategic plans are implemented in line with the vision and mission
  • Oversee the continuous evolution and development of the  Application Management Department operating model to optimize performance and resource utilization 

Job Specific Accountability

  • Guide the development and implementation of application management policies and procedures in accordance with best practices and standards
  • Guide and oversee the deployment of different projects, solving complex problems and ensuring that the application quality is compliant with the organization standards
  • Ensure that test procedures are carried out and identified bugs are reported to the development team and ensures that applications pass all the test use cases to meet system requirements
  • Guide the configuration tests of application products (releases, product changes, service packs and critical fixes prior to distribution) for launch into the client environment
  • Ensure that appropriate action is taken to investigate and resolve issues raised through implementation
  • Recommends program improvements or corrections to the application development and quality assurance team to ensure glitch free software and application solution implementation
  • Ensure the team provides timely resolution of issues and maintains core business applications at an effective and reliable level through appropriate support services
  • Manage partnerships with the IT department heads at the government departments and manage their involvement in the solution when it comes to technical set-ups and networks
  • Lead the audit on software and application solutions periodically, preparing reports on the functioning and potential risks/gaps and suggesting approaches to enhance the same

Budgeting

  • Monitor financial performance versus budget to identify and capitalize on potential areas for cost reduction and performance improvement opportunities

Internal Projects 

  • Lead and guide internal project  teams in the planning, organizing, management and control of various projects in order to optimize efficiency, ensuring  that the project cycle is completed in accordance with agreed project parameters (cost budget, timelines, scope  and quality)
  • Manage the talent pipeline in the Department through recruitment, effective utilization of development programs, mentoring programs, coaching, career planning and succession planning

Reporting

  • Provide management information and insights on all dimensions of Department performance to facilitate discussion and decision making, both on a periodic basis and for ad-hoc executive management requests 

Policies, Processes  & Procedures

  • Develop and oversee the implementation of Department policies, procedures and controls so that all relevant procedural/legislative requirements are fulfilled while delivering quality, cost-effective services
  • Optimization of policies, processes and procedures emphasizing digitization and paperless strategies
 

Minimum Qualifications, Experience & Skills

Qualifications

  • Bachelor’s degree in Computer Science / Information Technology or equivalent
  • Master’s degree in Computer Science / Information Technology is preferred

Professional Certifications

  • Relevant certification in application management such as Information Technology Service Management (ITSM/ITIL) or equivalent

Years of Experience

  • 12 - 15 years of relevant experience in applications management

Nature of Experience

  • 8 years in positions of progressively increasing managerial responsibilities  

Job Specific Skills

  • Knowledge of technical troubleshooting
  • Understanding of System Development Lifecycle
  • Knowledge of programming languages, such as Java, C++, Python and Perl
  • Knowledge of configuration tests for application products
  • Excellent debugging and optimisation skills
  • Excellent planning and organizing skills
  • Ability to multi-task and work under tight deadline
  • Strong analytical skills
