Job Description

Project OBJECTIVES

The Directorate-General for Competition (DG COMP) is the leader of the Information System Rationalisation in the domain “Case Management”. The European Commission Services participating in this project are the Antifraud Office (OLAF), the Directorate-General for Agriculture (DG AGRI), the Directorate-General for Budget (DG BUDG), the Directorate-General for Maritime Affairs and Fisheries (DG MARE) and the Directorate-General for Trade (DG TRADE). The Secretariat General (SG) and the Directorate-General for Informatics (DIGIT) participate in the steering committee of this project.

In this context, case management comprises all procedural and/or investigative case related

activities to enforce EU law. It entails all activities linked to investigating, processing, handling and managing "cases" under the legal instruments implemented by

the services concerned, including facts and evidence management, collaborative drafting

of decisions, and supporting document management activities.

The goal of the Case Management Rationalisation project is to deliver and operate a modern, adaptive, efficient and re-usable solution for case management which fulfils the common business needs of the various participating European Commission services.

 

DESCRIPTION OF TASKS

Required service description

The European Commission would like to benefit from external IT consultancy services,

highly experienced in the acquired Case Management Framework, to support the

European Commission setting up, integrating, operating and maintaining the case management solution based on the acquired Case Management Framework.

The external IT consultant shall support the European Commission in this endeavour by:

 Using the interoperability capabilities of the acquired Case Management

Framework to implement the necessary integrations with local and corporate

information systems.

 Using the extensibility and development capabilities of the acquired Case Management Framework in an efficient and sustainable way.

 Sharing their knowledge about the Case Management Framework with members

of the European Commission's project team and assist them when necessary.

The service providers will be requested to perform the tasks and activities relating to the

COMP/2016/019 framework contract, profile Developer (DEV). In particular the

following services will be provided:

 Setup of the development environment adapted to the Case Management

Framework, including continuous integration and automated testing (unit tests)

 Define the extensibility strategy and approach while ensuring efficient management

and reusability of code and avoiding branching;

 Configure, customise and extend/develop the system according to the European

Commission needs and following the defined extensibility strategy and approach;

 Develop/adapt interoperability interfaces to implement required integration with

local and corporate information systems;

 Assist/ Support the deployment and configuration of the system;

 Implement user requirements;

 Perform prototyping.

 Participate in pertinent meetings; produce the relevant documentation.

Working language is English. A very good command of the English language is

mandatory.

 

Required profile

Knowledge, skills, education and experience

Required specific expertise – must have experience / knowledge:

o IBM Case Manager

o IBM Content Foundation

o IBM Calendar Module

o IBM Daeja Viewone

o IBM Datacap

o SQL, PL/SQL, Oracle RDBMS.

o MS Office Integration

o IBM Docs

 Java/JEE technologies and architectures. Java tools and frameworks: Spring,

Spring MVC, Hibernate.

 Service Oriented Architecture (SOA) and in particular web services (WSDL,

SOAP, REST, etc.).

 Front-end frameworks: HTML5, CSS, JavaScript: Dojo, Angular or similar.

 Proven experience in projects based on IBM Case Manager.

 

Desirable expertise

Expertise in the following domains would be an asset.

 Database design and SQL.

 SQL, PL/SQL, Oracle RDBMS.

 BPML 2.0

 UML (Unified Modelling Language) or equivalent, case tools.

 RUP (Rational Unified Process), Agile, Scrum or similar methodology.

 

WORK ENVIRONMENT/CONDITIONS

Normal working hour and holidays

For time and means delivery, a normal working day corresponds to 8 hours (40 hours per

week). The daily working time frame is between 08:00 and 20:00 and the presence is

normally required between 9:30 and 12:00 and between 15:00 and 16:30 (16:00 pm on

Friday). Extended working time frame could be accepted but must be agreed beforehand

by the services of the Commission. A minimum lunch time pause of 20 minutes is mandatory.  No recuperation is possible and it is not authorised to work more than 10 hours a day. If no Official of the Commission is present, a service provider shall not enter or stay in

the premises. The contractor must inform DG COMP of service provider's holidays as soon as possible and one week in advance as a minimum. If felt necessary DG COMP may ask to

contribute to continuity of the service.

 

Reporting

 The service provider must fill-in the daily presence form whenever he starts or stops

the service. (4 times a day.)

 The contractor must make sure that the monthly reporting sheet is filled in in due time

and communicated to the secretariat of the DG COMP IT Unit. The Commission will

sign the monthly reports only if all the weekly reports are available.

 If a service provider has to leave the DG COMP premises during the working hours,

the contractor will make sure that the secretariat of the DG COMP IT Unit knows the

reason of the absence and the expected duration.

 

OTHER

The candidates must be eligible for obtaining a security clearance to handle European

Union Classified Information up to the level of "SECRET UE", according to Commission Decision of 29 November 2001 (2001/844/EC, ECSC, Euratom) and Commission Decision of 3 February 2005 (2005/94/EC, Euratom) amending Decision 2001/844/EC, ECSC, Euratom. DG COMP reserves the right to ask that the procedures to obtain the security clearance start during the execution of the contract.

 

Salary package in Belgium in the IT Services / Consulting business:

 

  • Daily price according to candidate experience and seniority for this role range min.300€  up to max. 425€/day – TBD
  • Free lance are preferred vs labour work type/Employees.

For Freelancers: The candidate will get his daily rate with the hiring consulting company

For Employees: they will be recruited and employed by the Belgium consulting company exclusively approved by the EU Commission for that specific project. The candidate can choose for a company car or not: Without a company car, the calculation of the Monthly Gross salary corresponds to the daily rate * 10.5

  • The Yearly Gross Salary corresponds to 13.92 times the Monthly salary (the employee earns +- 14 times its salary)
  • Meal Vouchers: around 8€ per working day
  • Company car + Fuel card (employees don't pay for the fuel) or Monthly compensation
  • TBD: Hospital Insurance + Pension Insurance
  • In general, the Mobile phone and the Internet connection are paid by the company
  • The Consulting Co in Belgium will offer support for the most important relocation steps.
