Government Liaison Engineer

Job Description

POSITION:Government Liaison Engineer
REPORT TO:Government Liaison Manager

Essential Purpose of Position:

Government Liaison Engineer is responsible for developing & maintaining good relationship with related authorities, liaising with and obtaining general government approvals and permits and leading the negotiation with the utility companies for approval and services connection. This role is fast tracking the approval process to get conditional approvals/permits in the pre-construction phase and continuing through project execution and close-out.

General Functional Responsibilities:
•Maintain good relationship with related authorities;
•Obtain the design, construction, land, presale permits;
•Get approval from related authorities, such as fire protection, environmental protection, health and epidemic prevention, landscape, civil defense, transportation, sanitation, urban planning, etc. And apply for the certificates;
•Get approval from all Municipal Utility Departments;
•Apply for the Permits for project planning & construction;
•Coordinate the pre-construction activities to ensure the project runs smoothly, and continue through to project completion inspections/filings and obtain all required permits/certificates.

Essential Functions:

Government Liaison Engineer must be able to perform the duties of the job, and shall meet the following qualifications:
•Undergraduate or graduate degree in Architecture, Engineering, or Construction Management, or equivalent.
•2-5 years hands-on experience with general government approval process and negotiation with the utility companies in Shanghai, preferably in Pudong.
•Broad understanding of the commercial and/or residential real estate construction process in China,
•Good understanding of the government organization and working and approval process and have good negotiation skill in reaching set objectives with government and utilities companies.  Wide network in Shanghai (especially in Pudong) would be preferred.
•Familiar with fast-track process to get approvals and permits to start project.
•Ability to use and has sufficient knowledge of computer software currently utilized by Company.
•Ability to understand and communicate in English, verbally and in writing, is preferred but not required.
