Our client an European Multi national PMC (Project Managment Consultant) based in Riyadh, KSA is looking to hire a Contracts & Tender Manager, must have a degree in Quantity surveying OR Cost Management. Budget - SAR 28K - 30K + family benefits. Arabic speaker is a must. 

Business Need:
The Contracts Manager holds the responsibility for all related contractual issues, correspondences, evaluation, potential orders etc. and ongoing relationships with all Third-Party entities. The Contracts Manager is also responsible for financial budget supervision and ensuring the cost-effectiveness and value for money of contracts in conjunction with the Project Controls Manager.

Key Responsibilities:

1. Support in the development and implementation of the contract management strategy. 
2. Responsible for developing and managing strategic contracts with different Third Parties in accordance with the PMO scope, policies, governance arrangements and values. 
3. Work closely with senior managers across the PMO.
4. Formation and administration of (sub) contracts: pre-qualification, compilation of bid requests, receipt of bids, bid evaluation, award.
5. Assure that project legal documents are completed and signed.
6. Work with the PMO team to ensure fit for purpose contracts are handed over for management.
7. Supervise all Third Parties’ supply chain and performance strategy, activity and policy. 
8. Establishing and managing on-going relationships with all Third-Party entities.
9. Thorough understanding of contracts that meet all legislative requirements through professional knowledge and, where required, liaison with professionally qualified legal advisors.
10. Lead the review of variation orders, extension of time, claims etc. 
11. Lead resolution of claims and disputes. 

Qualifications: 

Bachelor’s or Master’s degree in quantity surveying, engineering or cost engineering.
15+ years of experience.
Public sector experience is a plus.
Knowledge and advanced understanding of FIDIC and all related requirements.
Knowledge and understanding of EPC contractual obligations and all related requirements.
Fluency in the English and Arabic language is mandatory.
