Job Objective
To develop, review and implement Human Capital Management strategic programs, operational plans, policies and procedures and various strategic initiatives. Additionally, introduce an employee[1]oriented culture within the entity
Responsibilities
Managerial Role:
Strategic Planning
- Prepare the division’s strategy and objectives in collaboration with all relevant stakeholders Propose and ensure development and execution of the division’s objectives and goals Propose KPI’s for the division and its employees, in alignment to strategic goals
Budget Management
- Manage the development and utilization of the approved division budget
- Provide guidance to direct line reports on cost optimization opportunities where applicable
Performance Management
- Oversee the performance of the division by providing strategic direction and guidance in achieving objectives
- Proactively communicate the annual divisional objectives and KPIs to division employees
- Engage with the relevant stakeholders to identify opportunities to improve division’s performance
People Management
- Responsible for training and development needs of division’s employees with a special focus on Emiratization Maintain constant availability of the required number and competent employees to support the division in meeting all its responsibilities, plans, and objectives
- Provide constructive feedback and reward performance of division employees
Knowledge Management and Innovation
- Facilitate and manage the process of knowledge sharing to promote a culture of innovation, creativity, excellence in performance and growth
Organizational Role:
Governance
- Oversee the development of the division’s policies and procedures in line with the Quality & Excellence standards
- Ensure compliance of the division and sections to the guidelines defined by the risk management and quality management guidelines
Management Reporting
- Review all periodic performance reports prepared by relevant section managers and prepare the division’s performance report for issuance to the relevant stakeholders
Technology Management
- Ensure that all the technology needs of the Division are identified to ensure that processes are performed efficiently and cost effectively (in coordination with the ICT section)
Functional Role
- Develop and ensure the implementation of Human Capital Management objectives, strategies and plans in alignment with strategy and education sector.
- Oversee the implementation and adherence to human capital policies and procedures from the relevant government entities
- Oversee the alignment and adherence to the approved organization structure and mandate
