Salary~ EUR 42000 + Performance Bonus + Company Car + Additional Benefits (TBD)LocationBucharest, RomaniaIndustryFMCG, Retail & E-CommerceJob DescriptionHR Manager - Shared Services Centre reports directly to Chief HR Officer and has overall responsibility for the design and successful delivery of HR transactional processes, as well as leading the progression of the function and the broadening of the scope of services provided.

Responsibilities
- Managing HR staff, both internal and outsourced to the client, is responsible for recruitment, insertion, mentoring, evaluation, training, guidance, professional development plan, disciplinary procedures, and dismissals.
- Developing standard operating procedures. These should follow best practice, so she must keep up to speed with industry developments. Additionally, written procedures and guidelines must be provided for HR staff and system users.
- Preserving and encouraging the maintenance of a positive work climate at the level of the entire staff.
- Implementation of general and specific policies and procedures in order to develop an efficient work environment.
- Continuous improvement of the staff recruitment and selection process through active and permanent involvement in all stages;
- Support given to employees in relation to the company's organizational policy, guidance in situations regarding labor relations in all aspects.
- Monitoring HR efficiency and optimises business HR processes
- Define strategic and operational direction of HR Shared Services, including defining the operational model, process design and improvement, systems of work and technology, team leadership and talent management, budgets, and vendor selection
- Define, monitor, and ensure the delivery of a comprehensive set of performance metrics that are relevant to the HR Shared Serviced operational model
- Establishes standards and procedures for handling team member questions, transactions, and administration of human resource programs
- Provides leadership and ownership in determining service level agreements, determining control standards and identifying issue escalation matrix
- Lead a team of HR Shared Services professionals to deliver an accurate and timely service to the broader HR team/s, and to continually drive for improvements in the team's performance.
- Builds and maintains a strong functional team through effective recruiting, training, coaching, team building and succession planning.
- Prepare and participate in the preparation of staff development plans, performance appraisals, and assess skills necessary to achieve work objectives
- Instils a strong team member focused mindset within the team to ensure adherence to service agreements and delivery of an exceptional experience to team members at all levels
- Ensure all activities are in compliance with rules, regulations, policies, and procedures
- Responsible for the development and execution of HR strategies, organizational design and development, policies, and procedures;
- Coordinate the talent acquisition team with focus on employer branding and strategies to attract the right talent;
- Comply with local legal requirements by applying the existing legislation; enforcing adherence to requirements, partnering with legal counsel and advising management on appropriate actions;
- Monitoring the recruitment process, anticipating recruitment needs and developing the annual recruitment plan, active participation in the selection process for the management positions;
- Primary interface with internal Audit on HR as well as other functional audits; plan, provide required documentation, manage requests;
- Coordinate the annual employee job performance assessments (annual goal setting process, the annual assessment process and periodic feedback sessions);
- Managing the processes to facilitate employee’s development path; Developing and the training agenda
- Coordinate the compensation and benefits programs (monthly payroll), including pay adjustments, incentives, and salary reviews programs;
- Part of the disciplinary committees, acting and applying the final decision in accordance with the Romanian legislation;
- Ensuring follow-up on all low performance cases; ensure a resolution is formulated for all cases;
Qualifications
- Bachelor’s degree in human resources or a related field OR equivalent combination of education and experience
- Minimum of five years of progressive Human Resources or Service Centre experience required
- Minimum of three years of management experience with demonstrated success in building, leading and motivating effective teams preferred
- Service Centre management experience preferred
- Experience designing and implemented HR Shared Services highly preferred
- Knowledge of Case Management solutions preferred
- Knowledge of Infor CloudSuite HCM preferred
- Excellent customer service skills
- Fluent in English and Romanian
- Appropriate skills in order to use the computer for daily working: MS Office, Charisma, SAP
