About the opportunity A leading Romanian construction and technical services group is seeking an experienced Human Resources Director to lead its people strategy and HR operations. This is a confidential search for a senior leader who can support business growth, strengthen organizational capability and build a high-performance culture across a complex, project-driven environment. The HR Director will work closely with the executive leadership team and oversee the full employee lifecycle for a diverse workforce comprising corporate, technical, operational and site-based employees. The central challenge is securing workforce coverage on projects with firm deadlines, in a market where the shortage of skilled labour is chronic. We are looking for someone who has worked hands-on with operations, not only with written policy. Key responsibilities Develop and execute the group's HR strategy in alignment with its commercial and operational objectives. Act as a trusted adviser to the CEO and executive leadership team on organisation, talent and workforce matters. Review and improve organisational structures, job architecture, performance management and compensation frameworks. Lead workforce planning, recruitment and retention across corporate functions, construction projects and operational sites. Oversee volume recruitment for sites alongside specialist recruitment for technical roles: site managers, civil engineers, MEP engineers, project managers, quantity surveyors, procurement leads. Manage relationships with recruitment and temporary work agencies, including non-EU labour sourcing where applicable. Strengthen leadership capability, succession planning and talent development. Lead employee engagement and cultural transformation initiatives across multiple business units. Reduce turnover among site personnel and experienced engineers. Define compensation policy, site-specific allowances, per diems and travel arrangements. Own the personnel budget and reporting of labour cost by project and business unit. Ensure consistent and legally compliant HR policies, procedures and employment practices. Oversee employee relations, labour matters and relationships with employee representatives or unions, including collective bargaining and disciplinary processes. Maintain compliance with the Romanian Labour Code, collective labour agreements and Labour Inspectorate requirements. Promote a strong culture of safety, accountability, integrity and collaboration. Work closely with the HSE function on training, occupational medicine and site safety culture. Take accountability for the people and discipline side of safety. The role does not replace the HSE officer. Manage HR operations, including payroll oversight, HR systems, Revisal, reporting and workforce analytics. Deliver management reporting on headcount, cost, turnover and project coverage. Support restructuring, integration and change-management programmes. Build, mentor and develop a capable, business-oriented HR team. Requirements Experience: Significant HR leadership experience, ideally gained within construction, infrastructure, engineering, industrial services, manufacturing or another project-based environment. Minimum 8 years in HR, of which at least 3 leading the function. Proven experience managing HR for a sizeable and diverse workforce, including operational or site-based employees. Technical knowledge: Strong knowledge of Romanian employment legislation and local HR practices. Collective labour agreements, temporary work and posting of workers, payroll with variable components, and personnel budgeting. Experience with non-EU workers is a genuine advantage. Competencies: Demonstrated success in organisational transformation, talent management and workforce optimisation. Commercial mindset and the ability to balance strategic priorities with hands-on execution. Strong stakeholder-management, negotiation and communication skills, including the ability to hold a position in front of project directors. Contract & Claims Manager About the role: The Contract & Claims Manager is responsible for establishing and leading the contract management function for major international infrastructure projects. The role ensures effective administration of the Main Contract and Subcontracts, protects the company's contractual and commercial interests, and provides strategic support to Project Management Teams throughout the project lifecycle. The successful candidate will have extensive experience in international infrastructure and Design-Build projects, with strong expertise in FIDIC Conditions of Contract, contract administration, claims management, variation orders, and contractual correspondence. Key Responsibilities 1. Contract Management: Establish and implement an effective Contract Management structure in collaboration with Project Management Teams and local contract administrators. Administer and manage the Main Contract and Subcontracts in accordance with FIDIC Conditions of Contract and project-specific contractual requirements. Coordinate the preparation, review, negotiation, and standardization of subcontract, supplier, and service provider agreements, including all contractual appendices. Draft, negotiate, and finalize Memoranda of Understanding (MoUs), Letters of Intent (LoIs), and other pre-contract agreements where early mobilization is required. Prepare comprehensive Main Contract and Subcontract Summaries, including executive summaries, notice requirements, deliverables, reporting obligations, field record requirements, penalties, and key contractual provisions, and communicate these requirements to project teams. Provide contractual advice and guidance to Project Managers, Site Teams, Procurement, Engineering, Planning, Commercial, and Management teams. Monitor compliance with contractual obligations by all parties and identify contractual risks and opportunities. 2. Claims & Variation Management Lead the preparation, submission, negotiation, and resolution of contractual claims, including Extension of Time (EOT), additional cost, disruption, and other entitlement claims. Ensure all contractual notices are issued within the prescribed contractual timeframes to preserve contractual rights. Maintain comprehensive contemporaneous records and supporting documentation required for successful claims management. Prepare, evaluate, negotiate, and manage Variation Orders (VOs), ensuring all changes are properly documented, valued, and contractually justified. Maintain a comprehensive register of claims, variations, notices, and contractual correspondence. 3. Contractual Correspondence & Risk Management Draft, review, and manage contractual letters, notices, and formal correspondence in accordance with contractual requirements. Identify contractual risks at an early stage and advise project management on appropriate mitigation strategies. Support dispute avoidance and dispute resolution by preparing contractual analyses and supporting documentation. Coordinate with external legal advisors and consultants to ensure effective utilization of specialist contractual and legal services. 4. Project Support & Coordination Hold regular contractual due diligence meetings with Project Managers and Site Teams. Monitor project progress and contractual performance across all project sections, ensuring contractual issues are proactively managed. Capture lessons learned and ensure contractual knowledge is shared across project teams. Participate in commercial and contractual meetings with clients, consultants, contractors, subcontractors, and other stakeholders. Prepare regular reports on contractual status, claims, variations, commercial risks, and contractual compliance. Qualifications: Bachelor's Degree in Civil Engineering, Highway Engineering, Construction Management, Quantity Surveying, Law, or a related discipline. Master's Degree or postgraduate qualification in Highway Engineering, Geotechnical Engineering, Construction Management, Contract Management, or a related field is an advantage. Professional certification in Contract Management or Claims Management is desirable. Location: Ghana An established international infrastructure contractor is looking for a Concrete Works Manager to join a major government infrastructure project in Ghana. This is a site-based role focused on supervising and coordinating day-to-day concrete activities, ensuring works are delivered safely, to specification, and in line with project schedules. Responsibilities Manage daily concrete construction activities including formwork, reinforcement, concrete pouring, curing and stripping. Supervise foremen, work crews, subcontractors and suppliers on site. Read and interpret structural drawings, reinforcement details and construction documentation. Ensure works are executed according to approved drawings, technical specifications and quality standards. Plan daily and weekly work activities in line with the overall construction programme. Coordinate manpower, materials, equipment and subcontractors. Monitor productivity and resource utilization. Perform quality inspections before, during and after concrete pours. Coordinate concrete testing and ensure compliance with project specifications. Enforce all HSE procedures and company safety standards on site. Prepare daily and weekly progress reports and communicate project updates to the Project Manager. Requirements Diploma or Degree in Civil Engineering or a related construction discipline. Minimum 5 years of experience supervising or managing concrete works on infrastructure, industrial, commercial or building projects. Strong practical experience with reinforced concrete construction. Experience managing site labour, subcontractors and multiple work crews. Ability to read and interpret construction drawings and technical specifications. Good planning, organizational and leadership skills. Good command of English. Willingness to relocate and work on a rotation basis in Ghana.
