Chief Operating Officer (COO) /Director of Operations – Infrastructure & Complex Construction Projects
The Chief Operating Officer will be responsible for leading and coordinating all operational activities of the company, ensuring the successful execution of complex infrastructure and construction projects in terms of profitability, quality standards, and contractual deadlines.
The company delivers large-scale infrastructure and construction projects, including electrical, mechanical and special installations, acting either as main contractor or strategic partner for major institutional clients such as hospitals, airports, and public or industrial infrastructure.
The role involves managing the company’s project portfolio, optimizing operational processes and implementing an efficient project control structure to ensure operational excellence and financial performance.
Key Responsibilities
Operational Management

Coordinate and oversee all projects currently under execution

Implement the company’s operational strategy

Optimize execution processes and construction site organization

Ensure efficient allocation and utilization of resources
Project Management
-
Supervise Project Managers and Project Directors
-
Monitor project performance in terms of cost, timeline and quality
-
Intervene and implement corrective measures in projects with operational or financial risk
Financial Control of Projects

Monitor overall project profitability
-
Approve corrective measures in case of cost overruns

Conduct periodic analysis of financial performance indicators across projects
Subcontractor & Supplier Management

Validate and approve strategic subcontractors
-
Monitor supplier and subcontractor performance
-
Optimize procurement and supply chain strategies
Risk Management
-
Identify operational and contractual risks across projects
-
Implement risk mitigation strategies
-
Participate in resolving major contractual disputes when required
Internal Governance
-
Participate in the Technical-Economic Committee (CTE)
-
Implement operational control systems and performance monitoring structures
-
Report directly to the CEO and the Board
Requirements
Education
-
Degree in Civil Engineering, Construction Engineering, Building Services Engineering, Electrical Engineering, Mechanical Engineering or related technical field
Experience
-
Minimum 15 years of experience in execution of complex construction or installation projects
-
At least 5 years of experience in a senior operational leadership role
-
Proven experience managing large-scale infrastructure or public building projects exceeding €50M
-
Strong background in operational management and coordination of multiple projects simultaneously

Experience in project financial management, including cost control, cash-flow monitoring and performance analysis

Advanced knowledge of construction contracts under HG 1/2018 / FIDIC standards
Certifications (Preferred)

Operational management or project management training/certifications
-
Relevant technical certifications such as ANRE, site supervision certification, or equivalent
