Job Brief:
Manages, supervises, directs and organizes the procurement activities of designated procurement areas involved in the evaluation, acquisition and control of non-medical, IT, food and general items used by the Hospital to ensure effective and efficient procurement function as per hospital approved Policies and Procedures (P&P).
Primary Responsibilities:
- Develops long-term strategic plans for procurement operations enabling initiatives that meet the future needs of the organization.
- Oversees the centralized procurement of IT, spare parts, furniture, food and beverage supplies, office services, facility materials and services, equipment and instruments and other non-medical capex and opex items required to maintain hospital’s operations and procedures.
- Ensures compliance with hospital’s supply chain and procurement policies and standards.
- Prepares the departmental primary budget and its management to ensure that the department operates within budget in collaboration with Finance department.
- Delivers periodic KPIs to show suppliers development and performance.
- Determines feasibility of requested new products and cost effectiveness to be validated and confirmed by department head to ensure overall acceptance and maximum conformity with patient care standards as well as hospital quality standards.
- Guides, motivates and develops subordinates by identifying their developmental needs, including setting and monitoring performance and helping them to improve their knowledge and skills.
- Uses and maintains the strategic planning, procurement and auditing ERP software as the primary system tool.
- Identifies procurement department goals in coordination with the Supply Chain Director and in line with the hospital strategic goals and objectives.
- Determines department budget and provides to Supply Chain Director, maintains and monitors the implementation of procurement, JCI, CBAHI and ACHSI financial, safety and security standards in procurement department.
- Leads new projects and performs any other duty related to work as assigned.
- Apply and adhere to all hospital Quality Improvement and Patient Safety policies, procedures and accreditation standards.
Educational/Professional Qualifications:
Educational: Bachelor’s degree in engineering, business administration, supply chain or a related field from a recognized university.
Professional & Experience: Minimum of (8) years of experience in procurement and supply chain field, preferably in the healthcare sector. Prior team management experience is required.
Certification: Supply chain related certification or ERP experience shall be preferred.
Expertise & Skills:
Computer skills and knowledge of MS office full package application.
Hands on ERP applications skills.
In depth knowledge of procurement guidelines and procedures.
Supervision skills and capabilities.
Good command of oral and written English and Arabic.
