Project Manager - Water & Sewer Infrastructure
Location: Romania
Department: Civil Engineering / Utility Projects
Reports to: Technical Director / General Manager
Role Overview:
The Project Manager will lead water and wastewater infrastructure projects, ensuring they are delivered on time, within budget, and in compliance with technical and regulatory standards. The role involves coordinating internal teams, subcontractors, and external stakeholders, with a focus on EU-funded public utility works.
Key Responsibilities:
Project Planning & Coordination
- Define project scope, objectives, and deliverables in alignment with contractual and technical requirements.
- Develop detailed project plans, timelines, and resource allocations.
- Organize and lead kickoff meetings and regular coordination sessions with stakeholders.
Execution & Monitoring
- Supervise on-site activities and ensure adherence to safety, quality, and environmental standards.
- Track progress against milestones and proactively address delays or deviations.
- Manage relationships with beneficiary, city hall, subcontractors, suppliers, and consultants.
Documentation & Compliance
- Ensure all project documentation is complete, accurate, and submitted on time (progress reports, technical files, financial records).
- Maintain compliance with Romanian construction legislation and EU funding requirements.
- Support procurement and technical teams in bid preparation and cost estimation.
Stakeholder Management
- Act as the main point of contact for clients, authorities, and funding bodies.
- Facilitate communication between technical teams and external partners.
- Represent the company in project-related meetings and inspections.
Risk & Issue Management
- Identify potential risks and develop mitigation strategies.
- Resolve operational issues and escalate critical matters when necessary.
Requirements:
- Bachelor’s degree in civil engineering, Hydro-technics, or related technical field.
- Minimum 3–5 years of experience in project management within infrastructure, utilities, or construction.
- Experience in water/sewer projects is preferred, but candidates from related fields (roads, energy, industrial installations) are encouraged to apply.
- Project Management certification (PMI, IPMA, ANC) – an advantage.
- Familiarity with public procurement procedures and EU-funded project frameworks.
- Knowledge of applicable laws and regulations in his field.
- Proficiency in MS Office, and project management tools.
- Fluent in Romanian.
- Valid driver’s license (Category B).
- Willingness to travel and coordinate field operations.
