Job Description
Basic Function:
- To deliver specific procurement processes for service, supplies and facilities management contracts.
- To ensure that value for money is demonstrated on contracts ensuring that all contracts deliver the most cost-effective solution.
- To contribute towards the provision of a Directorate procurement service providing advice, management and coordination of procurement-related activities across a wide range and value of contracts, including building and non-building-related contracts.
Key Responsibilities
- To produce reports for Senior Managers on a range of procurement-related activities, documenting processes, procedures and decisions, and making recommendations as appropriate.
- To ensure the production of preliminary budget estimates and (where appropriate) life-cycle costs for projects.
- To ensure the production of appropriate option appraisals to ensure that the most cost-effective project solution that maximizes added value is implemented, undertaking appraisals as appropriate
- To assist in managing and monitoring the timescale and procurement programs for the production of tender and contract documentation
- To arrange the production of appropriate tender and contract documentation
- To manage the dispatch of tender documentation and co-ordinate responses to tender enquiries as appropriate
- To establish scheme budgets and expenditure profiles for projects
- To assist in conducting negotiations for building and facilities management contracts in accordance with contract standing orders.
- To ensure that payment recommendations are made in accordance with the terms of the contract, monitoring scheme costs and projected expenditure.
Qualifications
- At least a BS Degree graduate.
- Demonstrable post-qualification experience within a procurement or procurement-related environment
- Ability to work at a senior level and to contribute proactively and positively in a team environment.
- Ability to think creatively and develop innovative strategies with a good knowledge of standard forms of building contracts.
- High level of verbal and written communication skills, including the ability to compile reports for senior managers in relation to complex technical and contractual matters in a logical, clear and concise manner.
- Thorough knowledge of current practices and developments in relation to relevant aspects of the construction and / or procurement business.
