Job Purpose(s):
The Treasurer has overall responsibility for management of the Bank’s Treasury Business and Balance Sheet including:
- Growing Bank’s Treasury business including number of 3rd party clients, liquidity providers and trades undertaken with the Treasury
- Liquidity Management and monitoring
- Short term funding requirements
- Asset and Liability Management
- Cash management
- Fixed Income and FX products delivery
- Sourcing interbank funding
- Liaison with the Group and affiliates Treasuries
- Marketing of 3rd party clients
The role acts as a first line of defence in the risk governance framework to monitor the day-to-day risk environment, in liaison with the Risk, Finance and Compliance functions.
The role supports the delivery of the strategic Business Plan and strategic objectives.
Responsibilities:
- Proactively manage the Bank’s balance sheet in line with agreed risk appetite and treasury mandates, as well diversifying clients on both sides of the balance sheet.
- Manage the Bank’s liquidity position and ensure that the Bank operates within its agreed risk parameters and appetite.
- Manage the transaction lifecycle for treasury products end to end, providing support to Bank customers.
- Develop the Bank Treasury brand and build the customer base through:
o offering a quality service in terms of service delivery and product design
o addressing customer needs and tailoring products to meet their requirements
o Marketing of 3rd party clients to broaden the bank’s client base and revenue streams
- Prepare for and actively engage in ALCO meetings
- Provide an excellent end to end customer experience and treat them fairly in the achievement of Treasury strategic goals and KPIs.
- Expand the Treasury business flows through the development of new leads and augment business with the current client base, strengthening the existing client relationships.
- Analyse customer patterns of behaviour and transactions to identify potential business opportunities.
- Develop competitive pricing strategies, sensitive to customer’s expectation, across product categories to optimise revenues.
- Ensure business is undertaken and transactions processed with due regard to the following policies:
o Compliance
o Credit risk
o Market risk
o Operational risk
o KYC & AML
- Oversee the production of MI and analysis for the CEO, CRO, CFO and ALCO to enable effective monitoring and control of the business, ensuring the Management Information is fit for purpose and allows informed management decision making.
- Correct valuation of positions held and identification of risks associated, deciding on the most effective and profitable strategy to deal with them and instructing the Treasury Dealer to execute accordingly.
- Monitoring of and reporting on key market trends.
- Supervision and performance management of the Treasury Dealers, setting objectives, regular reviews and staff development and optimise Treasury team resourcing to ensure best utilisation of time and effort to deliver target results.
- Oversee the training of junior members of the Treasury team.
- Ensure limit excesses and any other unauthorised actions are prevented at all times.
- Maximise the efficiency of the Treasury technology and the Bank internal systems in conjunction with IT and operations.
- Participate in Treasury related projects, ensuring their timely completion to achieve objectives and cost efficiencies.
- Oversee the maintenance, review and updating of Treasury documentation, policies and procedures in line with any new developments in liaison with the CRO, and the Head of Legal and Company Secretary.
- Monitor the development of new products and services and assess how they could be implemented in the Bank as a member of the New Product Approval Committee (NPAC).
- Test effectiveness of the Business Continuity plan in relation to Treasury business to ensure operational effectiveness.
Per the PRA prescribed responsibilities, the Treasurer has been delegated the following responsibilities for:

- the Bank’s treasury management functions;
- the Bank’s proprietary trading activities;
- implementing the Bank’s capital, funding and liquidity strategies in line with the Bank’s governance framework.
