Job Overview
A leading healthcare organization in KSA is seeking an experienced Manager – Business Applications to oversee the management, delivery, governance, and continuous improvement of its Electronic Medical Record (EMR) application portfolio.
The role will cover key healthcare application domains including Patient Administration Systems (PAS), Revenue Cycle Management (RCM), and Health Information Management (HIM), as well as third-party clinical application and medical device integrations with the EMR.
Reporting to senior Enterprise Applications leadership, the Manager will translate departmental strategy into executable plans, lead a team of application analysts and specialists, and ensure that the EMR environment remains stable, compliant, well-governed, secure, and aligned with clinical and business requirements across multiple facilities.
The position will serve as a senior escalation point between IT and business stakeholders across Patient Access, Revenue Cycle, Billing, Health Information Management, and Clinical Operations. The role will also ensure that EMR functionality, integrations, and data flows comply with relevant Saudi healthcare, interoperability, health insurance, and data-protection requirements.
Key Responsibilities
Manage and oversee the EMR application portfolio across PAS, RCM, and HIM.
Support and optimize healthcare workflows covering patient registration, ADT, scheduling, patient flow, billing, claims, medical records, and clinical documentation.
Oversee EMR integrations with LIS, PACS/Radiology, Pharmacy, NPHIES, patient portals, and medical devices.
Ensure effective interoperability using HL7, FHIR, APIs, and related integration technologies.
Lead application support, incident management, SLA monitoring, change and release management, upgrades, and continuous improvement.
Develop and oversee operational, clinical, and revenue-cycle reports, dashboards, and KPIs.
Lead healthcare process optimization, digital transformation, and EMR enhancement initiatives.
Ensure effective data governance, access management, data quality, and compliance with applicable Saudi healthcare regulations.
Ensure compliance with PDPL, NPHIES, CBAHI, MOH, CHI, and other relevant healthcare requirements.
Manage relationships with internal stakeholders, third-party vendors, technology partners, and healthcare business functions.
Lead, mentor, and develop the Business Applications / EMR team.
Support standardized EMR configurations and cross-site coordination across multiple healthcare facilities.
Required Experience
EMR/EHR implementation, optimization, and support within a hospital or healthcare environment.
Patient Administration / Patient Access systems, including registration, ADT, MPI, scheduling, bed management, and patient-flow workflows.
End-to-end Revenue Cycle Management, including eligibility, authorization, charge capture, billing, claims, and denial management.
Health Information Management, medical records, clinical documentation, and coding workflows.
Healthcare application integration and interoperability using HL7 and FHIR.
Integration of Laboratory, Radiology/PACS, Pharmacy, and medical devices with the EMR.
NPHIES, insurance eligibility, authorization, and Saudi healthcare insurance processes.
Application configuration, functional testing, SIT/UAT, regression testing, incident management, problem management, change management, and release management.
Healthcare data management, master data governance, and data quality.
Reporting and dashboard development for operational and executive stakeholders.
Supporting multiple healthcare facilities with standardized configurations and cross-site coordination.
InterSystems TrakCare experience is highly preferred.
Required Skills & Qualifications
Strong knowledge of EMR/EHR applications, preferably InterSystems TrakCare.
Strong expertise in PAS, ADT, MPI, registration, scheduling, bed management, and patient flow.
Strong knowledge of RCM, including eligibility, pre-authorization, charge capture, billing, claims, and denial management.
Experience in HIM, medical records, clinical documentation, and medical coding, including ICD, CPT, and DRG.
Strong understanding of HL7, FHIR, APIs, EMR integrations, third-party applications, and medical device integrations.
Experience with SQL, reporting tools, dashboards, and Power BI.
Knowledge of PDPL/SDAIA, NPHIES/NHIC, CBAHI, MOH, and CHI requirements.
Knowledge of NPHIES transactions, ICD-10-AM, CCHI/CHI billing standards, and DRG/AR-DRG is preferred.
Strong project management, ITIL, and change management skills.
Excellent leadership, analytical, problem-solving, communication, and stakeholder-management skills.
Ability to translate clinical and business requirements into effective technology solutions.
Fluent English is required; Arabic is an advantage.
Willingness to work 48 hours per week and provide on-call support when required.
Education & Experience
Education
Bachelor’s degree in Information Technology, Computer Science, Health Informatics, Healthcare Information Systems, or a related field.
Master’s degree or relevant postgraduate qualification is preferred.
Professional Experience
Minimum 7 years of relevant healthcare industry experience.
At least 2 years in a supervisory or managerial position, with demonstrated experience in team leadership, mentoring, performance management, and career development.
