Location: Jubail, KSA (site-based role)
The Project Manager role is for an Owner’s Engineer (Consultant) supporting an SPV responsible for developing an Industrial Wastewater Treatment Plant (IWWTP) in Jubail. The facility includes:
- Treatment capacity: 17,000 m³/day
- Water reuse & demineralized water production: 12,000 m³/day
- Brine water treatment: 7,000 m³/day
- Associated interconnections, pipelines, buildings, and infrastructure
The Consultant acts on behalf of the SPV, responsible for design review, construction supervision, EPC contractor oversight, and reporting to the Owner (SPV).
Role Purpose
The Project Manager / Project Coordinator will lead a multi-disciplinary site team (~15 members) to oversee EPC execution, ensuring successful delivery of the IWWTP project over an approximate 30-month construction period. The role requires strong technical expertise in wastewater treatment and EPC project delivery, with proven experience in KSA regulatory and industrial environments.
Key Responsibilities
Owner’s Engineer / EPC Oversight
- Monitor all EPC contractor activities on behalf of the Owner (SPV)
- Ensure compliance with contract scope, specifications, and quality standards
- Oversee construction execution and progress against approved schedules
Design Review & Engineering Management
- Lead and manage design review activities
- Ensure timely release and approval of engineering deliverables
- Resolve design conflicts and ensure alignment with project milestones
- Coordinate multidisciplinary design interfaces and approvals
Construction Supervision
- Supervise site construction activities and manage a team of ~15 engineers
- Conduct site walkdowns, inspections, and punch listing
- Oversee quality inspections including vendor/manufacturer workshops
- Ensure compliance with project specifications and standards
Testing, Commissioning & Startup
- Supervise testing and commissioning activities
- Support plant startup and performance testing
- Verify performance guarantees and operational readiness
- Oversee defect identification and corrective actions
Project Controls & Reporting
- Monitor and update project schedules and progress reports
- Manage cost, schedule, and performance tracking
- Prepare regular progress reports for SPV management
Contract & Commercial Management
- Manage variations, claims, and contract-related disputes
- Support insurance claims and commercial evaluations
- Ensure proper contract administration under EPC framework
Stakeholder & Vendor Management
- Represent the Owner in meetings with EPC contractors, subcontractors, and vendors
- Manage vendor coordination and procurement interfaces
- Oversee inspection of spare parts and special tools
Project Administration
- Manage overall site coordination and project documentation
- Ensure compliance with project governance and reporting systems
- Support tendering activities where required
Warranty & Closeout
- Follow up during defect liability and warranty periods
- Ensure full resolution of defects and outstanding issues
- Support final project closeout and handover processes
Qualifications & Experience
Education
- Bachelor’s Degree in Engineering (relevant discipline) from a recognized university
Experience
- Minimum 15+ years of relevant EPC project experience
- At least 10 years in construction/site supervision roles
- Minimum 7 years in a managerial position overseeing multidisciplinary teams
- Strong experience in Oil & Gas, Petrochemical, or Wastewater Treatment projects
- Proven international EPC project exposure
- Middle East & KSA experience is mandatory
Technical Expertise
- Strong knowledge of wastewater treatment systems and industrial plants
- Familiarity with American codes and standards (ASME, API, ASTM, ASHRAE)
- Experience in basic design and FEED for major projects
- Strong understanding of EPC contracting and execution models
- Experience with FIDIC / NEC contract frameworks
- Proven interface management across contractors, vendors, and stakeholders
Additional Requirements
- Strong bidding and tendering experience in large-scale projects
- Extensive global vendor and supplier network preferred
- Strong leadership, communication, and decision-making skills
- Ability to manage complex multi-stakeholder environments
